Che alemitt Vol. LXV Number 6 December 10,1982 serving the salem college community since 1920 Amendments to Reccill Procedure Proposed by Sandra Freuler Two constitutional changes concerning Recall Board and its procedures proposed at Legislative Board’s December 6th meeting were tabled, after discussion, until Leg. Board’s next meeting in February. The proposals were made by Julie Risher, and Judy Watson for Executive Board. Ms. Risher proposes that Article V, VI, and VII of the Student Government con stitution be amended; In Section I of Article V she proposes that a quorum, two- thirds of SGA members, be present to vote on the recall issues and a two-thirds majority of those voting be required to effect the recall of ah office. She proposes that a Section 3 Duties be added under Article V’. Section 3 would state SGA members duties; “A. To convene at the request of Executive Board for the purpose of enacting the recall procedure, B. To listen to the charges and to the defense in a fair manner, C. To remove from office any incumbent who, in the opinion of two-thirds of the electorate voting on the issue, has exhibited gross negligence in the execution of her official duties.” In Article VI Ms. Risher proposes that Section 1, Executive Board C. Duties 6 through 10 be deleted. Executive Board duties would be amended to read; “C. 6. To receive, petiffons containing charges of gross negligence, to gather facts pertaining to the charges, and to notify the officer cited of the petitioner, the charges, and the facts gathered. 7. To present the results of the above mentioned in vestigation to at least two- thirds of the Student Government Association’s members in a fully-publicized meeting. This presentation must be purely objective and factual. 8. To maintain records of the proceeding pertaining to recall cases. 9. To ensure that the officer charged is permitted to respond in the same meeting to the charges presented. 10. To preserve the right of the officer cited to have a counsel for her defense who 'may speak on her behalf.” Risher proposes that Article VII, Section 6. Recall Board be deleted. Executive Board’s proposal also states that Article VII, Section 6. Recall Board be deleted. They propose that By-law V’l, Section DDD. Duties of the Chairman of the Recall Board be deleted. To By-law VI, Section A. Duties of the President of Student Government they propose that a fifth duty be added; ”5. To serve as chairman of an ad hoc committee to hear petitions for the removal of negligent officers from of- Exams Begin December 12 Exams begin Sunday, December 12, and will last until 12; 15 p.m., Saturday, December 18. There will be three exam periods, 9 a.m., 2 p.m., and 7 p.m., each lasting three hours offered daily. However on Saturday, December 18 only the mor ning exam will be offered. Students may pick up exams in Main Hail 30 minutes before the start of the exam period. All exams must be returned 15 minutes after the exam period ends. Exams will be distributed in the foyer of Main Hall. During exams the front door of Main Hall is the only door students may enter and exit through. Unless otherwise specified, all exams are to be taken in Main Hall classrooms. A student is not to take an exam in a room by herself. However, if all other students leave the classroom after completing their exams, a student may stay in that room to complete her exam. Lisa Abt, chairman of Honor Council announced at Tuesday’s SGA meeting a new procedure for students who need to see a professor during exam periods. A student should call the professor to make sure he-she is available. There will be a sheet with the distributors which students will be required to sign in on, state the professor she is seeing, and the time when she leaves. This procedure will insure that distributors stay with the exams at all times. Ms. Abt also reminded students that no talking is allowed concerning exams. Infractions are considered Honor Council offenses and will be treated accordingly. fice.” The president of SGA would also be responsible for; calling any meetings of the ad hoc committee, reviewing and coordinating cases prior to the hearing and present them to the committee, in suring that members of the committee and the, officer under investigation are familiar with the Honor Council hearing procedure which would be used, and notifying a student of her removal from office by the committee. Exec. Board’s proposal states that the duties of Exec. Board members be amended so that they would each serve on the ad hoc committee. The secretary of SGA would also be responsible for serving as secretary of the ad hoc committee and for randomly drawing one student from each class and the day students, from a pool of all officers of Student Govern ment, to form the ad hoc committee when necessary. The proposal states that By law VI, Section F, 7 and 8, and Section EEE be deleted. Exec. Board proposes that By-law VII, Section E be amended so that the ad hoc committee would be responsible for hearing cases of negligence. They propose that the procedure for removal be amended; before submitting a petition charging an officer with negligence, the concerned student should speak with the officer in question, if necessary then submit a petition. The ad hoc com mittee would then be formed to hear the case and they would have the responsibility of removing from office any officer found negligent. Procedural problems would be appealed to the Honor Code Appeals Board. To appeal the committee’s decision, the officer would go to the Dean of Students and the President of the College. Traditions Make the Holidays Special Here Moravian Brass Band celebrates Christmas in Oid Salem. by Stephanie Vance “Christmas is a joyous time and the Moravians and Salem students enjoy the many traditional celebrations,” said Dr. Clark Thompson. The celebrations began on Tuesday night with the Salem College Christmas tree lighting behind Main Hall. Before lighting the tree. Dr. Litzenburg read students the traditionally humorous Christmas poem. The Arch ways then sang Christmas carols and onlookers later joined in. After trimming the Moravian candles the senior class carolled throughout the campus and Old Salem. The seniors ended their carolling at Dr. Litzenburg’s home where they were greeted with refreshments. The Christmas Assembly was held yesterday at 1;15 p.m. in Hanes Auditorium. The assembly is the traditional Moravian candle service with special Christmas music done by the Salem Choral Ensemble. The Dean’s Tea will be held in the Club Dining Room on December 10, between 2 and 4 p.m. Students, faculty and staff are invited to share some relaxing moments and enjoy hot cider, coffee, tea, and sugar cake. The Dean’s Tea is Dean Johnson’s ‘‘Christmas present” to everyone . Christmas in Old Salem will be December 14 from 4 p.m. - 6 p.m. and 7 p.m. - 9 p.m. This celebration is a re-enactment of a traditional Moravian Christmas during the 18th century. The Moravian Candle Tea ceremony begins this Thursday and continues through Saturday. The Candle Tea has been a tradition at the Home Moravian Church since 1929. The ceremony takes place in the Single Brother’s House and is sponsored by the women of the Home Moravian Church. The ceremony includes a demonstration of the art of candlemaking. After the demonstration the traditional German sugar cake and Lovefeast coffee will be served. In the cellar of the Single Brother’s House is the “putz” presentation. Derived from the German verb putzen, “to place, to decorate,” the putz is a decoration. One of the Moravian traditions was the putz-building at Christ mas-time. On display for participants is an accurately scaled reproduction of Old Salem as it was in 1860. This scene contains antique, handcarved, and wooden figurines. The Old Salem and College celebrations are open to students, faculty and ad ministration.
